August budget measures in print in anticipated final form
6 of the 7 bills amended since initially appearing prior to August 15 Assembly hearing
August 29, 2024 Update: The California Legislature passed these seven budget-related bills (ABs 157, 158, 176, 177, 178, 179, and 181), with Senate approval on Wednesday, August 28, and Assembly concurrence on Thursday, August 29. Two additional budget-related bills will be acted on later, as discussed here.
Now in print in anticipated final form are seven August budget cleanup bills, expected for votes in both houses of the Legislature during the coming week. The bills (intended to be in identical forms as Senate Bills [SBs] in the Assembly and Assembly Bills [ABs] in the Senate) are:
SB 157/AB 157: Budget Act of 2024 (Budget Bill Jr. #2 of 2024).
SB 158/AB 158: Budget Acts of 2022 and 2023 (Budget Bill Jr. #8 of 2022, Budget Bill Jr. #6 of 2023).
SB 176/AB 176: Education finance: education omnibus trailer bill.
SB 181/AB 181: State employment: State Bargaining Units: agreements: compensation and benefits.

SB versions of the bills went into print in initial form prior to the August 15 Assembly Budget Committee hearing. All but the health trailer bill have been amended since that time. Added General Fund expenditures in the budget bills jr. generally were already reflected in “scoring” of the June 2024 budget package, but these items were not drafted into budget bill language until now.
Typical of the convention for budget bills, the items in print aim to reflect initial agreements between the leaderships of the executive and legislative branches. As a result, for example, SB 178 now omits prior language concerning a delay on certain oil and gas regulations, and SB 157 now omits resources related to implementation of those regulations due to lack of agreement on those issues.
If approved by both houses of the Legislature next week, the bills would be signed or vetoed by the Governor during the next month: the Governor’s September bill signing period.
