August budget bills begin to emerge
Amendments likely for some bills prior to Floor action near the end of August
The Legislature generally passes budget “clean up” bills in the last month of its annual sessions. August 2024 budget bills now have begun to emerge, but they are likely not yet in their final form.
Amended in the Assembly on August 13-14, 2024, are the following budget bill amendments (budget bills jr.) and budget trailer bills:
SB 157: Budget Act of 2024 (Budget Bill Jr. #2 of 2024).
SB 158: Budget Acts of 2022 and 2023 (Budget Bill Jr. #8 of 2022, Budget Bill Jr. #6 of 2023).
SB 176: Education finance: education omnibus trailer bill.
SB 177: Health.
SB 178: Public resources trailer bill.
SB 179: Budget Act of 2023: state government.
SB 181: State employment: State Bargaining Units: agreements: compensation and benefits.
Future amendments to some of these bills are likely, generally to add items that were anticipated and scored in negotiations concerning the June 2024 state budget plan. One or more additional trailer bills may emerge before the bills are considered on the Floors of the Senate and Assembly during the last week of August.

More legislative budget hearings are anticipated prior to Floor votes. As of August 15, the Senate Committee on Budget and Fiscal Review had a hearing noticed for 9:30 a.m. on Monday, August 26, pending a rules suspension to allow the hearing.
