June 27-June 29 Budget Bill Package Emerging Into Print. SB 101 (Skinner)—the expected 2023 Budget Act—passed the Legislature on June 15. It reflects the Legislature’s budget plan. The Constitution requires the Governor to sign, veto, or line-item veto SB 101 on or before Tuesday, June 27. Now online as of Saturday, June 24, are various budget-related bills listed below for expected legislative floor action on June 27 (or, for two later bills, June 29), specifically:
budget bill amendments (“budget bills jr.”)
trailer bills (formally “other bills providing for appropriations related to the budget bill,” pursuant to Proposition 25 [2010]).
other bills authored by the Assembly or Senate budget committees connected to budget negotiations.
No “Budget Deal” Yet Between Legislature and Governor. While the June 27 (and June 29) budget bills jr. and trailer bills reflect legislative-executive discussions of recent weeks, no “budget deal” has been reached between the Legislature and the Governor as of the morning of June 25. The Governor also has requested the Legislature pass several policy bills, including ones related to “streamlining” development of infrastructure projects.
