2023 end-of-session budget bills pass Legislature

The bills were passed in the Assembly on Sept. 8 and in the Senate on Sept. 11

The 2023 end-of-session budget bills emerged in print beginning on August 27. The Assembly passed the 11 bills below on September 8. The Senate concurred in these 11 bills on September 11. The end-of-session bills advancing to the Governor are all Senate Bills as amended in the Assembly, as follows:

• “Budget Bill Jr.” SB 104 (amended 9:23 pm, 9/1/2023) and AB 104 (amended 3:36 pm, 8/29/2023). Bill title: Budget Acts of 2022 and 2023. In addition to mostly technical amendments to the 2022 and 2023 Budget Acts, SB/AB 104 amends various items for prior district projects enacted in past budget bills.

• Public Safety Trailer Bill. SB 135 (11:56 pm, 8/28/2023) and AB 135 (7:59 pm, 8/27/2023).

• Health Omnibus Trailer Bill. SB 137 (11:56 pm, 8/28/2023) and AB 137 (8:25 pm, 8/27/2023).

• Human Services Trailer Bill. SB 138 (11:56 pm, 8/28/2023) and AB 138 (8:03 pm, 8/27/2023).

• Early Childcare and Education Trailer Bill. SB 140 (11:56 pm, 8/28/2023) and AB 140 (9:41 pm, 8/28/2023).

• Education Finance: Education Omnibus Trailer Bill. SB 141 (amended 9:00 pm, 8/31/2023) and AB 141 (amended 1:37 pm, 8/27/2023).

• Higher Education Trailer Bill. SB 142 (11:56 pm, 8/28/2023) and AB 142 (5:11 pm, 8/28/2023).

• State Government (“General Government”) Trailer Bill. SB 143 (11:56 pm, 8/28/2023) and AB 143 (10:25 am, 8/29/2023).

• State Employee MOU Trailer Bill I. SB 148 (amended 8:27 am, 9/5/2023) and AB 148 (4:58 pm, 8/28/2023). Bill title: State employment: State Bargaining Units: agreements: compensation and benefits.

• State Employee MOU Trailer Bill II. SB 151 (amended 8:27 am, 9/5/2023) and AB 151 (4:58 pm, 8/28/2023). Bill title: State employment: State Bargaining Unit 6 (CCPOA) agreement.

• Trailer Bill: Background checks and fingerprinting: state employment, licensing, and contracting. SB 152 (amended 9:00 pm, 8/31/2023) and AB 152 (10:25 am, 8/29/2023). This trailer bill requires two-thirds of the members of both houses to approve as it amends the cannabis initiative, as trailer bills do every year.

Budget hearings were held in the Assembly and the Senate on Wednesday, August 30. These hearings were livestreamed and later archived at each house’s website. Update: an additional budget bill jr., SB 105, later was introduced and is expected to be on the Assembly and Senate Floors on September 13-14.
