Amendments were made to budget bills in the special session called by Governor Newsom:

On Monday, January 13, the Governor also expanded his special session proclamation to include items related to Los Angeles wildfire response and recovery. Planned special session budget committee hearings thereafter have been postponed.
The Assembly has put in print 120 budget “spot bills,” which eventually will be amended to reflect the state’s 2025 and 2026 budget packages. Those bills are ABs 100-219. Similar Senate Bills will emerge in print soon. The introduction of budget spot bills occurs in every legislative session.
