The August 2026 end-of-session budget package—as typical for such end-of-session packages—includes trailer and budget bill provisions that “clean up” June 2026 budget package bills and complete work on appropriations that were not finished in time for the June package. Some new proposals respond to recent developments—for example, losses in federal funding for some programs due to Trump edicts.
Each June budget package sets aside (“scores”) some appropriations that are expected at the end of session, but not finalized yet. Around $1 billion of General Fund resources were set aside for end-of-session budget allocations for executive and legislative budget priorities in June 2026, and typically, those funds are appropriated in the end-of-session budget bill jr. (AB/SB 113 this year). (Budget bills jr. amend prior budget acts.) In addition, funds are appropriated in budget bills jr. to deal with urgent new needs, such as a significant new General Fund appropriation needed now for the state’s Department of Rehabilitation due to some federal funding issues. In this year’s end-of-session package appropriations from the “legislative pot” of the Greenhouse Gas Reduction Fund and from Proposition 4 bond funds are included, as they were deferred in the June package.

Please send thanks and encouragement to all the Legislators fighting to give State Scientists in BU10 the raises we were promised in our contract. For someone like me who's dedicated over 30 years of her life to civil service in environmental protection, not getting this raise will have lifelong consequences because it'll substantially affect my pension.
State Scientists should not be punished because Governor Newsom surreptitiously usurped the Legislature's spending authority in this year's Budget Act.
The Legislature intended to fund our raises in the Budget Act, so they should do what's right and include them now, even if Newsom promises to veto them. He needs to own this dirty union-busting tactic and be exposed for the anti-Labor politician he is. The Legislature should not provide him cover by failing to uphold the contract they, too, ratified.
A deal is a deal and allowing this deceptive budget item omission to go unanswered would set a very dangerous precedent for collective bargaining, as well as other Legislative priorities.
